Architectural/Engineering (A/E) Design Review

 

Dominion Due Diligence Group (D3G) provides a comprehensive and cost-efficient solution for independent review of affordable housing and health care facility design documents. Our staff features ICC Code Officials, licensed architects, and engineers. The purpose of the Architectural and Engineering (A/E) Review Report is to evaluate for consistency the lending program acceptability and building code compliance relative to the architectural drawings and submittals for an affordable housing project. D3G’s A/E Review Reports are performed in accordance with Chapter 5 of the U.S. Department of Housing and Urban Development Multifamily Accelerated Processing (MAP) Guide. The typical scope of work for an A/E Review project includes:

 

•Communication with the Design Professionals regarding HUD MAP protocols, Fair Housing Act Accessibility Guideline (FHAAG) compliance, and relative to FHA processing.
•A visit to the subject property to determine physical attributes of on-site and off-site developments.
•Communication with the local building code official’s office.
•A complete review of the Design Professional qualifications, to include licensing and insurance.

•A detailed 3-step review of the Mortgagor’s A/E exhibits, drawings, and
specifications.
•A review of Technical Reports (e.g. soil engineering, surveyors report, and environmental reports).
•A review of local utility company availability of services.
•A Statement of Code Compliance, including the applicable local/state building code (e.g. BOCA, IBC, SBCCI, UBC, etc.), the National Electrical Code (NEC), the Fair Housing Act Accessibility Guidelines (FHAAG), the Americans with Disabilities Act Accessibility Guidelines (ADAAG), CABO/ANSI A117.1-1992, the Life Safety Code (NFPA-101), Uniform Federal Accessibility Standards (UFAS), the Minimum Property
Standards for Housing (MPSH), and relevant National Fire Protection Codes (NFPA).

 

Cost Estimation Services

Dominion Due Diligence Group (D3G) provides a comprehensive solution for independent cost estimation of affordable housing and health care facilities. Our staff features ICC Code Officials, licensed architects and engineers, licensed general contractors and former HUD cost estimators. The purpose of the independent Cost Estimate is to determine potential discrepancies between the General Contractor’s cost estimate and the estimated cost, based upon currently available construction data. Our Cost Estimate reports are performed in accordance with Chapter 6, Section 6.3 of the U.S. Department of Housing and Urban Development Multifamily Accelerated Processing (MAP) Guide. Our cost estimate calculations are derived from a combination of R.S. Means Data, Marshall and Swift Commercial Estimator 7.0, and our extensive in-house collection of comparable cost
data for previously HUD endorsed 221(d4) projects. The typical project includes the following actions:

 

•A comprehensive review of the architectural plans and specifications, to include material take-off calculations.
•A review of the qualifications of the General Contractor, to include licensing and insurance.
•Completion of Lender’s detailed cost estimate, itemized on HUD Form 92326. D3G produces separate 92326 forms for each structure to assist HUD with DAP data entry.
•Completion of HUD Form 92331-B, analyzing percentage discrepancies between the Lender’s cost estimate (Form 92326) and the General Contractor’s cost estimate (Form 2328). Additional consideration is given to determine the potential for “front-end loading.”
•Completion of HUD Form 92329, Property Insurance Schedule.
•Completion of HUD Form 92264 (Portions attributable to Cost/Engineering), to include calculations for Cost Not Attributable (CNA), Off-Site Costs, and categorization of “Other Fees.”
•A Review of Identity of Interest (IOI) Statements.
