Project Capital Needs Assessments (PCNAs)

Property Condition Reports (PCRs)

Dominion Due Diligence Group performs Project Capital Needs Assessments (PCNAs) and Property Condition Reports (PCRs) for real estate transactions throughout the nation. D3G’s team of licensed professionals provides comprehensive evaluations of properties nationwide. Our detailed reports contain accurate information about building structures and components vital to investment and finance decision-making. D3G commonly provides PCNA/PCR services in the following circumstances:

Pre-Purchase Due Diligence Inspection

Lender Due Diligence Reporting

Low Income Housing Tax Credit Inspection

Foreclosure Proceeding Review

Pre-Rehabilitation Architectural Inspection

Multifamily Housing Bond Hope VI & CBG Projects

Our Project Capital Needs Assessments/Property Condition Reports provide appropriate due-diligence in a real estate transaction with regard to a property’s physical condition. D3G’s projects vary in size and complexity, including site infrastructure, office, industrial, multifamily and elderly residential housing, assisted living and skilled nursing facilities, retail, commercial, and hotel/motel properties. Our pre-purchase and pre-mortgage inspections provide prospective purchasers/lenders with the information necessary to evaluate the property, with our services designed to identify potential problems, the estimated cost of repair or replacement, anticipated life of major components/systems, prudent reserve requirements, and the potential for reducing operation costs through energy conservation and effective maintenance management. D3G staff members review and evaluate major physical and mechanical components to determine their condition, estimate their useful life, as well as their remaining life, and evaluate the cost of replacement or rehabilitation.

Dominion Due Diligence Group provides professional comprehensive building engineering evaluation services, accurately investigating and reporting liabilities associated with real property concerns. Areas of investigations include a review of the following:

Structural Elements

Mechanical systems

Electrical systems

Plumbing systems

Fire protection systems

Roofing assemblies
Door, window and exterior wall assemblies

Pavement and site work

Interior methods of transportation (elevators + escalators)

Interior finish elements

Code and zoning compliance inquiries

Americans with Disabilities Act (ADA), Fair Housing Act (FHAAG),

& Uniform Federal Accessibility Standards (UFAS) Review

These investigations allow our multi-disciplined staff (e.g. Architect, Structural Engineer, ICC Code Officials, former HUD Construction Analyst, Professional Cost Estimator, licensed contractors, licensed tradesmen, etc.) to prepare a detailed findings report with capital reserve schedules. Capital reserve schedules are prepared for immediate deficiencies, deferred maintenance items, and a replacement reserve forecast, typically projected for a minimum of 2 years beyond the term of the loan (12 to 37 years).
